Chief Eddie Garcia as Speaker

Edgardo “Eddie” Garcia was born in Puerto Rico and raised in San Jose, California, where his early experiences shaped a lifelong commitment to public service, community trust, and effective leadership. Throughout his law enforcement career, he has focused on modern policing strategies, organizational improvement, and strong community engagement.

Garcia served in leadership roles with the San Jose and Dallas Police Departments, where he led initiatives focused on transparency, officer development, constitutional policing, and crime reduction. As Chief of Police in Dallas, he implemented data-driven public safety strategies, expanded community partnerships, improved officer wellness programs, and helped lead four consecutive years of declining violent crime.

Following his retirement from active policing, Garcia served in a public safety executive role in Austin, Texas, overseeing Police, Fire, EMS, Homeland Security, and Emergency Management operations. In September 2025, he was appointed the 28th Chief of the Fort Worth Police Department, where he continues to lead with a focus on accountability, innovation, and community safety.
